will a set of cherokee wheels fit a commader (like 95-98)

I think they may be 15 inch but not sure

Do the cherokee wheels have any more off set than commander wheels?

Only a 17 inch wheel will fit on the Commander due to the size of the front brake caliper so the answer is NO.

lol he meant nothing smaller than a 17" wheel will fit. So 16s and 15s are a no no.

17+ isn't an issues (for caliper clearance).

Also, some wheels won't fit because of the thickness of the caliper. Spacers would be needed.
