Parking brake adjustment

So just replaced parking brake shoes and now the parking brake really doesn't work. Do I have to remove the damn rotor again to adjust the star adjuster or can you get to it from behind the wheel removing the dust shield?

You will probably have to take off the rotor again. I can't remember if there is a way to access it from behind the shield like a normal drum brake setup

Isn't there a "Y" adjuster on the cable, or am I thinking of my XJ?
