Blend Door Actuator

How does one diagnose the Blend Door Actuator in a 2008 Jeep Commander?

I had to remove the Blend Door Actuator to replace the broken actuator gear PN 68072190AA. I fit the new gear to the blend door lever. However I cant seem to align the Actuator shaft to fit onto the gear.

Notice the full 360+ rotation of the gear when I push the re-circulation button. Is this normal?
