Steering Clunk FIXED!!!!!!!!!

I'm not sure if this has been posted on here yet but today my steering started to develop a clunk when jerking(yes i said jerking) the wheel to the left and i thought ok maybe the inner tie rod ends so i pulled the driver side outer tie rod off the knuckle but it didn't have any play so i figured ok i guess i need to replace the rack, when i saw this bolt on the rack right above where the intermediate shaft attached to the rack so i tightened it up (it didn't want to move but broke free with some pressure then turned a 1/3 turn pretty easily) and what do you know the clunk was GONE and the steering feels a lot tighter. like i said not sure if its been posted but i figured i'd share anyway.

the bolt it right under the red plug and in between the 8 and the 0

What's this bolt???? Does it tension the pinion to the rack maybe?? I'm interested because my rack has slight play in it.......... Could be the answer to my prayers!!!!!

I doubt it but could it be possible to reach this bolt without removing the driver side wheel?
