HELP - Is this a bolt on Part below bumper nose?

I know on my brothers Wrangler there are exterior components that are bolt on directly over stock body parts. Is this the case with this silver part:

I wonder if I can order the part for my Commander that didn't come with it.

Great, now all I have to do is figure out the part number.
The way it works at the dealer as you all know is they look everything up by your Vin.
If you didn't have it on your truck originally and they look up the parts with your VIN it may not come up on the screen.

Anybody know the part number or what Jeep calls it?

Oddly enough it's called bumper trim:

May be cheaper elsewhere but now I know what it is.

Could spruce up a sport or base model.
