Bumper cover question, tow hook attempt

I removed my bumper cover today following the instructions posted here. I pushed the rivets out on the fender flare. They are now just on the flare itself. I can't seem to get them to push back into the wheel liner material. Is this even possible? Is this why everyone was purchasing the rivet tool and plastic rivets? Also the rivets that attach below the grill, didn't go back either. They would push in, but just weren't doing anything. Any ideas?

Also I attempted to put on tow hooks off a 96 GMC Z71. I measured the bolt holes, they lined up perfectly. However the hook is offset slightly. I was close to cutting the Facia to make it fit and came to my senses. They didn't fit snug to the frame. I was so close. I Have promised my wife no hack jobs on this jeep!

If I follow you correctly, yes. I picked my tool of at Harbor Freight. Cheap and gets the job done right
