The way a state enforces most of it vehicle equipment/safety/emission laws is through inspections. So if it can pass inspection, you should be OK. If VA has inspections, talk to a mechanic certified to do VA inspections, maybe more than one, getting certified to do inspections probably doesn't mean you need to know all the laws or exceptions.
Emissions inspections is likely the big one, no way a diesel will pass emission standards for a gasoline vehicle. I can't imagine the red tape you would run into if you go to emissions inspection and tell them you swapped to a diesel motor.
