This is nothing new. In the 1970's (that's over 30 years ago) there were people pushing devices called Vapor Carburetors that vaporized the gasoline before ignition to allow all of the gasoline to burn and achieve over 100 miles to the gallon. Why weren't they ever put on every production vehicle ?
The description of the device in your link sounds like the same thing. Google "vapor carburetors".

Just watched a Dateline special last night on this product and the man who sells it, 100 % SCAM!

He also sells H2O Conversion kits that are guaranteed to double your MPG for $2,000

He has sold dozens of products that are found to be worthless and been sued in nine states and incarcerated in one for his shady business practices and false claims.

I figured it was a scam. The oil companies would never allow a car manufacturer (or any other manufacturer) to make something like this. I am sure that it is possible to make most of the cars on the road today more efficient. The bad thing is that no one alive today will ever see or know about the real technology out there that could make a Honda civic get 85MPG or a 40MPG Commander.
