Cross Bars, Spare Tire Winch

So I've been carrying around my spare tire in the trunk of my '08 Commander because the spare tire winch under the rear end is the worst... The first one I had (the original) got tangled up to the point of no return, so I bought another one, and FIRST TRY it tangles up.

Anyway, I'm tired of lugging my spare around in the trunk - but I know the first time I leave it behind I'll probably need it LOL. So, I've been wanting to get a rack/cargo basket to carry it around on top, but obviously need to get cross bars first.

I have been pondering buying cross bars for a while, but I was wondering if used-OEM is the way to go or if there are any good aftermarket/ universal bars anyone would recommend? If anyone is selling please let me know as well:) I will also welcome other ideas for carrying around the spare!

may be easiest cheapest to just hit up a pick-n-pull and grab a set. this is an area where there are so many options for the wrangler, and so few for any other jeep.

So I found a pair of cross bars at a pick n pull for $60 bucks :) pretty stoked! they seem to be in really good shape.
Does anyone have any recommendations for racks? Looking for one to attach the spare on top of, and also with attachments for snowboards/skis/ other equipment.

Also, while I'm here, I'm sure I'm over thinking it but I haven't seen a ton online about installation for the cross bars or placement.. I am sure placement is relative to the rack you put on it, but for now I tried lining them up with the arrows/ holes on the cross rails as a guide.. but any tips/ anything I should worry about with the cross bars? Like, should they be super cranked down or just tight enough so that they don't slide?
