It's not necessary to sand blast the wheels. Just clean them up really good prior to painting them. Also you could use self etching primer prior to painting the wheels.

Clean all the road grime off the surface you intend to paint. Then use a green scotch brite pad and lightly scuff the surface evenly. This allows the paint to adhere better. Scotch brite pads will not rough up the orignal finish like 60-220 grit sandpaper would. You do not need to use primer or sealer. Clean the surface again with lacquer thinner and once it has dried apply your paint and clear coat following the instructions on the paint.
