I came home from my 3 month military TDY and found this type of crap on 2 of my rims. I had this on the factory rims in a few spots, particularly where the balancing weights were. Obviously that is not a factor here.

Ignore the water, it's the obvious white spot that webs out. It is smooth to the touch. Rims are painted aluminum with a clear coat as well.

Happened also to my jeep ( and to the previous one) is common on the aluminum wheel and is impossible to remove it unless you scratch it off and you pain again the rims.
Don't paint on that directly cause it ll be back!!
I guess is linked with water and humidity!

I scraped that crap off mine with a screw driver and used a dremel wire wheel to clean up the corosion then sprayed some kind of sealer. It looked much better. but not perfect.
